About the study and study recommendations

The City of Belmont conducted a traffic study in Redcliffe to consider current and future traffic movement and what safety and amenity improvements may be needed.

The study was conducted by an independent traffic consultant. It assessed road usage, public transport routes, cycle paths, and pedestrian access as well as planned future developments and upgrades to the Perth Airport and Redcliffe Rail Station Development precinct.

The study considers a combination of traffic data, forecast future trends and community feedback. The study identifies possible traffic solutions over a short, medium and long term time period and models how they may influence traffic behaviour on local roads in Redcliffe.

The study noted a good percentage of local area traffic was to or from the Perth Airport precinct. As there will be planned changes to airport terminals from 2032 - the study has factored this into the model with short term being prior to the change and medium and long term as after.

Stanton Road & Second Street treatments:

  • Raised platform at Moreing Street and Lyall Street.
  • Raised platform and roundabout at Morrison Street.
  • Pedestrian crossing west of Lyall Street.
  • Children crossing west of Morrison Street.
  • Children crossing east of Kanowna Avenue.
  • Reducing the speed limit for the section between Epsom Avenue and Central Avenue
  • (Stanton Road and Second Street) to 40 km speed limit.
  • Left in/ Left out treatment at Lyall Street/ Stanton Road as a trial.

Investigate proposal of applying 40km speed limit on Redcliffe local road network, with associated traffic calming modifications.

Investigate safety concerns and appropriate treatments at the following intersections:

  • First Street/ Bulong Avenue
  • Victoria Street/ Moreing Street
  • Epsom Avenue/ Durban Street/ Stanton Road
  • Redcliffe Road/ Fauntleroy Avenue
  • Epsom Avenue/ Victoria Avenue
  • Second Street/ Kanowna Avenue, and
  • Morrison Street/ Treffone Street / Ryans Court.

Advocate for speed compliance controls, work with Main Roads on truck movement restrictions and advocate the Public Transport Authority on bus movements.

  • Continue to monitor traffic volumes and crash records to inform improvements.
  • Investigate additional traffic calming measures on other local roads post Qantas terminal relocation.
  • Active transport initiatives and improvements informed by the Sustainable Transport Strategy including a cycleway and recreational Shared Paths.
  • Advocate for optimisation of Great Eastern Highway signalised intersections to Main Roads WA
  • Advocating for synchronised bus and train timetables to the Public Transport Authority
  • Review developments in Perth Airport Precinct to ensure development and road network upgrades occur simultaneously.

  • Advocate for optimisation of Great Eastern Highway to Main Roads WA
  • Conduct a comprehensive review of the traffic signal timings on Great Eastern Highway to optimise flow, reduce delays, and minimise stop-and-go conditions.
  • Assess the need for further upgrades on Dunreath Drive and Fauntleroy Avenue to enhance capacity and improve safety
  • Develop and expand pedestrian and cycling infrastructure, including dedicated bike lanes, pedestrian pathways, and safe crossing points.
  • Advocate for increased frequency and reliability of public transport services to the Public Transport Authority
  • Investigate direct access to Great Eastern Highway from Bulong Avenue and Central Avenue.

This report will be given to Council for consideration along with further recommendations from City of Belmont staff. Your comments can help inform these recommendations. The traffic model is a resource that the City can reference now, and in the future. It provides a good basis for testing future treatments.

Key themes from the consultation

Comments made in the survey and on the mapping tool showed some consistency in noted traffic concerns, but less consistency regarding potential solutions.

Some solutions had more support than others and location-specific feedback showed that preferences differed depending on the street.

Feedback appears to show that while opinions varied regarding specific measures, there appears to be a level of support for the City to address traffic issues in the area.


Community feedback identified traffic volume as a key area of concern this was also reflected in the traffic model. Given population growth and usage of services in Redcliffe, including Perth Airport, the volume of traffic will not be significantly reduced until 2032. As a result, the short term study recommendations focus on minor improvements to traffic volume alongside improving safety and amenity for drivers and pedestrians.


Overall, 57.03% of respondents were in support of traffic calming measures in Redcliffe, 22.43% were not in support, and 20.53% were unsure. Some respondents addressed why they chose each of the above options in the open comment box. For some participants that responded “unsure” they noted that their support may be dependent on the traffic measures proposed.


The open comment box also allowed participants to suggest traffic calming measures, gathering information on community preferences.

The most popular measures suggested include

  • Road closures
  • Roundabouts
  • Reopening roads
  • Signage
  • Pedestrian crossings

These suggestions have been considered and integrated into the study recommendations.


The mapping tool gave location specific suggestions and observations. People could make multiple submissions on the mapping tool for different locations.

There were some key areas of interest including Stanton Road (43 comments), Central Avenue (40 comments), Morrison Street (33 comments), and Lyall Street (28 comments) where comments were most concentrated.
