What is a Strategic Community Plan?

Our Strategic Community Plan (SCP) 2024-2034 outlines Council’s long term vision for the City of Belmont, prepared in collaboration with our community. It is a plan for the long-term direction and focus for Council’s planning, budget and resource allocation process.

In 2024, the City of Belmont spoke to the community extensively to understand their priorities, needs and aspirations. It's clear that the community is passionate about the City of Belmont and wants to build on the strengths of our community to create a liveable, productive and sustainable future.

2026 Minor Review

The Strategic Community Plan requires a minor review after two years and a major review every four years. The current version of our Strategic Community Plan spans 2024 to 2034 and is due to complete a minor review in 2026.

Following engagement with the community and local businesses in September 2025 to ensure the Plan continues to reflect community priorities, and updates to data to maintain accuracy, the reviewed Plan is scheduled to be presented to council in June 2026.

This plan forms part of the City’s broader Integrated Planning and Reporting Framework, which guides how we plan, resource and deliver outcomes for our community. To learn more about our current plans, and how these plans work together, visit our Plan for the Future page.

We are currently seeking community feedback on the Draft Strategy*, read it below and provide feedback by Monday 1 June 2026.

2024 Major Review

The last major review of the Strategic Community Plan was in 2024.

As part of this major review we ran an indepth community survey and held workshops with our community to understand our community priorities and values.

We put the call out to local residents, workers, and businesspeople who are interested in shaping the future of the City of Belmont. No experience was needed and every voice counted towards creating a lasting impact on the City.

The workshops included discussion surrounding new ideas, new solutions and reviewed priorities.

Workshops were held in the Function Room at the City of Belmont Civic Centre on:

  • Monday, 12 February 2024, 6pm to 8pm, and
  • Thursday, 15 February 2024, 9am to 11am

Review outcomes

We are happy to announce our new Strategic Community Plan 2024-2034 was endorsed by Council at the June 2024 Council meeting.

With input from over 1,500 community members and key partners, the Strategic Community Plan outlines our 10 year plan for the future including immediate community needs and long term goals.

We would like to thank everyone who contributed, it’s helped create a plan that truly reflects the values and priorities of the community.

Linked closely to the Strategic Community Plan is our Corporate Business Plan that outlines what actions we will take do over the next four years to achieve our goals.

Key outcomes for our City in the Strategic Community Plan and Corporate Business Plan include:

Also endorsed by Council at the June meeting were the City’s Long Term Financial Plan and the 2024-25 Budget.
